Who qualifies for an ESA in Arizona?

Every Arizona K–12 student eligible for public school qualifies under the Universal category. Preschool children with a documented disability (MET evaluation, IEP, or 504 plan from an Arizona public school) also qualify, along with several other specific eligibility categories, such as children of active-duty military parents or students at a D/F-rated school. The student and parent/guardian must be Arizona residents.

Does ESA actually cover ABA therapy?

ABA is listed among the therapy categories ESA funds can be applied toward, but coverage depends on the provider holding the credential type ADE requires for that therapy category, and on the service being documented as part of the student's educational plan rather than billed as a medical service. Because these distinctions get specific, families should confirm with the ESA office (or an ESA-registered provider) that a particular course of ABA qualifies before relying on it as a funding source.

How is ESA different from insurance?

Insurance pays a provider directly for clinically necessary therapy under a health benefit. ESA funds are deposited into a restricted-use account (administered through a platform called ClassWallet) and are used by the parent to pay ESA-registered vendors for approved educational expenses, including qualifying therapy services.

Can ESA and insurance be used together?

Many families use a combination of both — insurance for ABA services, and ESA funds for Speech, Occupational, or Feeding Therapies, or academic tutoring services. Families often ask if they can get additional ABA hours with the use of ESA funds, but this is not ethical practice and should be a red flag for any family. ABA is a medically necessary service for ASD and should be fully covered if the company and supervising BCBA are operating ethically and competently. Because ESA has its own vendor registration and credentialing rules, it's worth confirming with both your insurer and the ESA office how a specific provider and service will be treated under each program.

How do I apply?

Accepted Answer

Applications are accepted year-round through the ESA portal at esaportal.azed.gov and are processed within 30 days. There's no need to wait for a specific enrollment window.
